Urban forest construction is important component of the urban ecological environment construction and sustainable development. How is the urban ecological environment directly affects the living and working environment quality of city residents, and then affects the sustainable development of the city. The urban construction development and rational utilization bases on the evaluation of urban forest construction and couldn't be carried out blindly. If only for economy to develop and build city, there will be many problems in its process. So the urban forest needs scientific and reasonable evaluation, which can provide a powerful basis for decision-making department making policy and speeding up the development process of the urban forest.According to the field investigation and the referential information, the majority of urban forest construction and layout was fairly unreasonable. It mainly displayed that the city suburbs had large area of forests and city built-up areas had relatively little, then the forests was poor, unstable, sparse,even the lawn. So this paper, as Pingdingshan City of Henan Province for the research object, put forward the new idea of urban forest evaluation-partition evaluation. According to the urban forest evaluation results and practice, the relevant literature reference, the collection and organization of frequency higher using index, on the basis of the principle of index selection, and combining with the characteristics of Pingdingshan City, after asking for expert advice many times, this paper initially constructed pingdingshan city forest construction level evaluation system covering4first-class indexes-quantity index, quality structure index, ecological function index and landscape culture index, and17second-level indexes, such as the forest coverage rate, greening rate, the park per capita green space area, vertical planting rate, species diversity, the urban forest nature degree, native tree species rate, carbon oxygen propotion balance keeping, microclimate adjusting and improving, and so on, and then divided Pingdingshan City into the build-up area and suburb to evaluate.Compared with original radar graph, this study made a little improvement, that was the weight of every evaluation index properties were joined, more conducive to comprehensive assessment. Using the improved evaluation method to comprehensively evaluate the urban forest construction level of the built-up areas and suburb in Pingdingshan City respectively, the result stated that the comprehensive evaluation value of pingdingshan city suburb forest is0.455, the third grade in urban forest development level, and the comprehensive evaluation value of built-up areas is0.340, the fourth grade in urban forest development level. On the whole, the forest evaluation value of Pingdingshan City was low, corresponding with the field survey of pingdingshan city forest. The paper showed that the radar graph method was an effective way for urban forest evaluation, which could more intuitively reflect evaluation results.
