Governing Drought

Present-year, drought had occurred continually in our country, and the drought extended from North China, West China to Southwest which region has plenty of water resource, opening put the situation of expanding from local area to the whole China. Persistent drought would have an effect on food supplies and income's increase of peasants, stabilization of our society indeed.Many experts and scholars had given their interpret about this problem, one view is that the change of climate brought on drought, which had sustained by the scholars in the field of geography and weather; the anther view is that lag of basic establishment of water conservancy's construction in farmland brought on drought, which had accepted by many people. The two opinion were logical to some degree, but not deeply nor roundly. After investigation, the academic group which the author is in had an opinion that effective governance's scarcity had pricked up and brought on drought indeed. So I called this kind of brought as governing drought.The main governmental body of water resource included farmer, groups of peasants, committee of peasants, water association of peasants using the water resource, department of water conservancy, government of town, directive unit of water conservancy engineering (reservoir, unit of pumping water), spalpeen and so on. Because of differentiation among peasants, they can't cooperate together, while they had to dig well and pool, which can't fight back grievous drought. After the reform of scot, the measure such as groups of peasants amalgamated, commander of peasants groups resigned, the village and groups of peasants didn't answer for water conservancy in farmland. Water conservancy run short of organization, farmers can't connect to large water conservancy. Beside, channel builded up badly as nobody clean up it for a long time, the ability of saving up water descending. Water association can't fill up the space which had been taken up by committee of peasants, can't reflect the need of framers'using water, can't organize farmers to use water. It just is a furnishings.Compositive reform in the town had made personnel and outlay inclined in the department of water conservancy. Department of water conservancy lose the ability of harmony and designing. The central work of the government of town is not the rural area anymore, and the government of town didn't have the ability and impetus to solve the things about water conservancy. The unit of water pump is on the way of market, under the condition of deficient money they dropped out the supply of water conservancy, and they were been abandoned. Reservoir has kinds of management, which has a conflict of irrigated farming , beside the channel building up, farmers can't lead water to their field. Spalpeen's participation had made the problem more complex, because they only pay attention to the benefit of themselves and didn't pay attention to the benefit in a long time, which speed up the water conservancy system to destroy and comedown. Spalpeen joining in the process of leasing water conservancy is evidence of governance's slack. From this, we know that there is not effective governance about water conservancy and water conservancy system can't bring irrigation into playing which lead to drought.Base on the analyzing above, we can generalize the current that the main bodies were leaving the agriculture. On the one hand, their income is not coming from agriculture mainly; on the other hand, their central work is departing from of agriculture and villagers or they can't carry through effective governance about things of agriculture and villagers.
