| In the spring of two years ago, the sudden disaster swept away the peace of Yushu. Social parties spared no efforts in reshaping a new Yushu during two years. The pain passing, the reflection comes now.It is the unbalanced economic development among the areas of China that caused the significantly gap between regions by the rapid industrialization, urbanization period. Especially Separated by the snowberg, traffic blocking, and ecologically fragile Tibetan areas of Qinghai-Tibet Plateau has been the backward region of West China. The Tibetan villages played an important role in its development,which is the main battlefield to achieve the strategies of the nomadic people settling, housing, being rich and ecological protection. There are still no theoretical studies on the subject. The opportunity of Yushu post earth-quake reconstruction, offering us into Tibetan research, planning practice platform, leads us obtain a large amount of primary data and profound understanding. Facing the disaster impact and the unknown future situation, how the Tibetan villages rebuild, how they undertake the special status in the Tibetan urban and rural system, which worth thinking deeply about.This paper, therefore, taking the Tibetan villages as the subjects, taking the Yushu reconstruction as the background, attempts to study from the property methods of planning after disaster and to extend to the future development about the topic of Tibetan villages reconstruction planning. Firstly, this paper summarizes the main characteristics of Yushu Tibetan villages and several problems exposed in the reconstruction after disaster through the investigation and analyses in eleven villages of Chengwen Town, and points out the opportunities of village development brought by the reconstruction post-disaster, such as the policy support accelerating the development of Tibetan areas, the improvement of infrastructure and living environment and the optimizing of development pattern.It is necessary to found a targeted and proper planning tactics to achieve the sustainable development. Therefore, the paper adopts the methods of comparative studies and empirical research in order to distinguish the features of rebuilding planning and to find the proper methods. They are analyzed specific from the way of planning methods, public participation, contradiction between the religious belief and region development, convert of lifestyle and the construction standards and so on. Then it summed up the typical pattern of post-disaster development of the Tibetan village, including the urban-oriented, grassland resource-oriented, the temple-oriented and infrastructure-oriented.Finally, the paper outlooks the development and the goals of a certain stage after disaster, in the spirit of "act small and think big", in order to summarize preliminary the reconstruction of the Yushu villages and to propose enlightenment. |
