With the development of urban planning studies, many planning theories have been developed, including Communicative planning theory. Proposed by Western Scholars in the1960s, the theory has been considered by Chinese scholars in recent years. With the progress of Chinese Democratization and the emergence of property rights conflicts in urban planning, communicative planning theory is of particular interest to Chinese Scholars.On April14,2010, an earthquake of magnitude7.1occurred in Yushu, Qinghai Province. Post-earthquake reconstruction began soon after the disaster. The land property rights of Yushu before the earthquake were very complex, and the in-situ reconstruction led to property rights conflicts. The conventional method of planning in post-earthquake reconstruction was ineffective in Yushu, leading planners to utilize the method of communicative planning.First, this article makes a systematic review about the origin, thinking, and planning methods of communicative planning and then analyzes the conventional methods of reconstruction and how it deals with property rights conflicts.Second, this article analyzes the contradiction between property rights, policies, and planning, which was the most prominent problem during the process of reconstruction in Yushu. Third, this article describes how communicative planning theory can be applied in Yushu. The Dening Ge residential Zone is presented as a case study to demonstrate the distinctive procedures facing different planning strategies and different interests in the communicative planning process.Lastly, based on the practical experience in Yushu this article makes recommendations on how to make better use of communicative planning in China. These include increased public participation in the planning process, establishing communicative planning into legal processes, and to increase communication skills training in planning education.
