Power system distribution network is an important part of electric system whose work will greatly affect the entire power supply. However, traditional means which heavily depend on manual monitoring the distribution system is no longer applicable to today's complex power distribution networks. In recent years, the theory on the distribution network monitoring and technical studies, geographic information system with its intuitive and efficient features, aroused the attention of engineers and technicians, and got successful applications. In the distribution network monitoring, geographic information with traditional SCADA systems made the power system geographic information attached to the physical space, and thus resulting in the performance profile and intuitive operation of the current system.First, the paper introduced the PLC technology, which has advantage in monitoring communications, will greatly reduce the communication cost. The article discussed the current PLC communication channel characteristics and its solutions, focusing on the OFDM modulation to compensate for frequency-selective weakness, and introduced its application in the distribution network power line carrier communication.Then the paper analyzed the development of GIS technology routing, focusing on the WEB GIS work principle and patterns, then used open source software to build the entire system. It also introduced the GIS application server GeoServer, which supports the release, modification and sharing of geographic information, with PostgreSQL-based database of PostGIS, which is based on the optimization of the former, to support the transformation of geographic information storage and other operations. The client GUI technology is based on the Eclipse RCP platform, featuring rich user interface development. Then it analyzed the business needs of power distribution network monitoring, designed the whole system framework to determine the logical process, designed the database storage and access solutions, focusing on the geographic information in the power distribution network monitoring application solutions, gave the system several use case implementation details, the final test and the test results obtained.
