As the rapid speed of development of the civilization and industries in our country, it is more critical for the quality of urban electrical load, along with the total demand electricity mounting day by day. However, as the result of lack of the necessary construction, there are several crucial problems, which become more and more prominent, such as most of the equipment in the urban grid are old, power supply capacity are short, the structure of the power grid are unreasonable and the power supply reliability are worse etc. All above would put a bad impact on the development of our economics and the quality of citizen's life. Consequently, the reconstruction of the city distribution must be on the schedule.The power grid planning is not only an unavoidable and important part in district economics and society, but also a basis of the continuous development of the electrical enterprises. Distribution network planning must meet the requirement of security and economics, so the task of the planning is designing an available scheme of network development, in master feasible technology conditions.Luogang district is situated in the east of Guangzhou, which is at the center of the golden delta of Guangzhou, Hong Kong and Macao. Water and land transportation is convenient, and the economic and social development and prosperity. Luogang district is becoming the platform of fund input and output flow, human resource flow and the logistics. The six Leading industries of fine chemicals, electronic information, biological medicine, food & drinks, metal metallurgy & processing and automobiles and parts are keeping expanding. By the end of 2015, the GDP in Luogang district will reach 300 billion yuan. With urban economy and quickening of the urbanization process, the requirement for power supply speeds up. Continuously developing and planning of the distribution network becomes crucial.This paper begin with the systematic analysis of current distribution network situation; combining with regional economic and social development, the problems of distribution network development are summarized; on the basis, incorporating the history demand analysis, a mathematical model is designed to forecast the load of Luogang distribution network. Then, based on the determination of construction goal, technical principles and condition of power balance, the solution of 2011-2013 distribution network planning is presented. Finally, after summarizing the scale of the construction and transformation, the investment estimate and economic analysis are accomplished. This work will provide technical support and reference for Luogang distribution network in the coming years, and improving power supply reliability and operation economics, in order to satisfy the need of the city construction and economic development.
