City bus TC mode, a new pattern for public traffic, has become more and more popular in China in recent years. As a new type of public service which government purchases, the organization of TC is consisted of government stratum, administration stratum, and operation stratum. Government stratum is coordinated and organized by the leading group of the corresponding government department, and the transportation authority is in charge of this industry. The public-traffic management company, belonging to administration stratum, is responsible for carrying out TC, monitoring the technical situation and service of the bus companies, planning and adjusting bus routes, settling fund, coordinating the construction of the bus station, supervising the driver's service, making the taxi companies observe the contract, and keeping the service which government has purchased at high level. Operation stratum refers to bus companies, whose duty is to strictly provide and manage the qualify service, according to the clause of the contract.Although there are some successful cases in Germany and other European countries, TC was not implemented in any China's mainland city before 2008. In recent years, TC mode, being taken gradually in some small or middle-sized cities such as Foshan, has drawn attention from the whole society. This Dissertation, based on the necessary on the implementation of TC mode and its experience which has come from Shunde district, analyzes the development and appliance of TC mode in China, studies the network layout and calculation method for income, discuses interrelationship between the TC mode and city development layout, optimizes bus routes by using new method, and provides solutions after discussing the problems appeared in its process in Shunde.In the future, city bus TC mode will be the direction of public traffic in china. TC mode could thoroughly change disadvantage of the marketed public traffic, due to its pattern of government purchase, pattern of service provided by company, and pattern of multi-sided supervision. TC mode is expected to be copied in China's cities because it has better effect, especially for those developed small and middle-sized cities.
