Guangzhou Baiyun Mountain Scenic Area as known as the lung of Guangzhou city, playing an important ecological functions and social functions. With the social and economic development, the material civilization and spiritual civilization continues to improve, people to visit and tour scenic demand gradually enhance. Actively implement and practice of people-centered scientific development concept, and build ecological civilization Scenic Area, is the Construction development goals and direction of Guangzhou Baiyun Mountain Scenic Area.From Hierarchy Theory of Needs point of view , this paper defines the concepts of scenic area and design of plant cultivation, and the function, analysis of the intrinsic link between the three, conducted a preliminary exploration the basic requirements on design of plant cultivation , base on Hierarchy Theory of Needs. And then the paper take Guangzhou Baiyun Mountain Scenic Area as a case study , Make a detailed investigation on Mountain Scenic Area Tourist demand,and plant landscape. According to <Guangzhou Baiyun Mountain Scenic Area Master Plan>, the paper tries to find optimization strategy of planning and design of plant cultivation base on Hierarchy Theory of Needs, and proposes scenic area achieve people-centered, scientific development of methods and models.Linking theory with practice, this paper preliminarily tries to combine Hierarchy Theory of Needs and design of plant cultivation, and explore the planning method. It proposes new ideas and new views of building ecological civilization's scenic area, which is a reference of other relevant design of plant cultivation .
