| Since reform and opening up 30 years, China's shipping economy has obtained tremendous progress, at present the size of the fleet and crew numbers of our country are already at the forefront of the world, which is recognized as shipping country. Although the crew management system about the examination, assessment, certification and promotion is in charge of the authority, the deficiencies in the crew management policies and regulations, lead to lack of effective management means and measures on the examination and evaluation as well as to the crew actual performance, safety record, occupation moral and other aspects of the process of performance on the ship, and significantly hamper the training of high-quality crew of our country.To improve the occupation accomplishment of our country crew sufficiently, matching it with the shipping country and to solve the problems that the responsibility, power, duty among the relatives are not clear and equal, forming the united power of the active participation and full regulatory. By analyzing the existing problems and shortcomings of our current crew performance management and using of the public service theory, this paper fully absorbs the concepts and characteristics of the new public service theory and puts forward relevant suggestions for improvement, and discusses how to establish and realize a comprehensive mechanism of examination and assessment of crew performance, which has the features of multiparty participation, clear rights and responsibilities, smooth circulation, and orderly management. |
