Reservoir for promoting China's rapid economic and social development, play an irreplaceable role. Dam building is not only the first half-century in the new historical process of China occupies a very important position, in the 21st century still occupies an important strategic position. Such a huge number of dams in China, despite our government laws and regulations on and reinforce a lot of work on China' s dam safety issues still can not be ignored. According to China's actual situation, you can selectively use the risk assessment and management technology, to China as soon as possible to reduce the current high-risk dam. This seepage through the dam safety evaluation, safety evaluation of dam structure, dam leaks, water building safety evaluation, the metal structure and dam safety evaluation of a single evaluation of electrical, data collection, multi-target fuzzy semi-structured group decision theory to evaluate the security level of the reservoir study. Safety evaluation of the reservoir while the basic procedures, and guidelines based on evaluation and analysis, indicators, methods and evaluation methods enabling a more systematic and in-depth research, and then develop a multi-reservoir target semi-structural fuzzy decision theory application group the system. Preliminary draw the following conclusions:(1)Semi-structured multi-target fuzzy group decision theory to evaluate the security level of the reservoir is feasible.(2)By fuzzy multiple attribute group decision theory, semi-structured formula with the level of dam safety analysis and evaluation of individual projects using the traditional final comprehensive dam safety level obtained is consistent.(3)Dam risk analysis and management is involved in the multidisciplinary integrated technology. This technology includes reliability theory, the probability of accident analysis, event tree analysis, the dam burst analysis, economic analysis of dam-break analysis and risk population, reducing the risk of project and non-engineering, etc., related to mathematics, dam construction, hydraulics, hydrology, economic and other disciplines. This is the technology development, the application process more contentious reason.(4)Of dam safety and management needs of this technology. The technology is essentially the work of strengthening the existing safety management for the large number of dams in China, the risk is high and very difficult and reinforce the characteristics of funds. Sequencing technology, especially the risk, the application of non-engineering measures to reduce the risk of technology, application expertise of quantitative risk assessment techniques, etc., will greatly promote China's dam safety management.
