Rail transportation plays an important role in many aspects. It services in the regional development, promoting exchange of resources and economy development; services in urban development, stimulating change of the city's structure; services in citizens, providing convenient and efficient life to them. Urban rail transit should guide the city to better serve citizens, more suitable for harmonious and sustainable development direction. After the global economic crisis, the transportation infrastructure helps to withstand the economic crisis, stabilizes the country's economic development. At present, China's large and medium cities have invested heavily in urban rail transit construction, it is necessary to pay attention to the quality of urban rail transport service.The research of value of urban rail transport services is conducive to understanding the value of rail transportation services, quantitative analysis of the value of the services and the residents' willingness to pay. It also helps to research the model to improve the value of urban rail transport services, and find a solution to the urban rail transport's sustainable improvement.Due to the above problems, this paper, at first, makes a summary analysis on the urban rail transport. Then research the relationship between public investment and willingness to pay. Defines the value of urban rail transport services, and analyzes the theoretical basis of the value of its services. Through analyzing the range of urban rail traffic impact, proposes to expand the scope of urban rail transport. Finally, establishes hedonic price model based on accessibility indicators. The paper uses hedonic price model to calculate the impact on residential property values of the public facilities accessibility indicators, and the Dalian public willingness to pay for rail transport services, based on the empirical analysis of Dalian Urban Rail Transit.Finally, model results indicate the residents'willingness to pay of urban rail transit accessibility. The higher the accessibility indicators of other public facilities are, the more residents will to pay. With the improving of the rail traffic, the residents' willingness to pay for the center of the city decreases. This will promote the development of suburbs and satellite towns.
