The traffic of highway service area is small, and vehicles into service frequently start-up and braking, and bring to bear comparative big level force on the road. These characteristics are appropriate for the applicable scope of the ultra-thin cement concrete pavement. So this article started design and application research of the new UTW pavement surface construction in the freeway service.1. The influence of thickness and modulus of UTW cement concrete layer, AC layer, cement stabilized macadam layer and the flat panel size of UTW slab on the flexural stress of UTW pavement were analyzed with F.E.M. The results show the influence of cement concrete id the biggest one. Based on the calculating results, a regression equation of flexural stress was established. According to the equation, the designed UTW pavement was"10cm UTW + 8cmAC20 Asphalt Mixture + 18cm Cement Stable Macadam + 18cm Cement Stable Macadam, the plane size of slab is 1.2 m".2. The compressive strength, flexural strength and modulus of UTW concrete with different components were tested to analyze the contribution of ultra-fly ash and fiber for improving concrete performance. The test results show that ultra-fly ash can improve the crack, resistance and post-strength of cement concrete. The results also indicate that the optimal content of UFA is 25%. The results show that fiber has a great contribution in improving its toughness and flexural strength and reducing its modulus, and the best content of fiber is 0.9kg/m3.3. The anti-shear strength and anti-tensile strength of the interlamination between AC layer and UTW layer was tested. Synthesizing test results, its waterproof effect and construction feasibility, the best interlayer combinative method between UTW layer and AC layer is"modified asphalt + 13.2 mm basalt stone with the dosage of 13kg/m2 + soft pressure".Finally the research results were applied to the new pavement of Chongli service area of ZhangCheng expressway ,and the situation is in good condition now.
