| Recent years, with the fast urbanization boosted in our country, rail transportation—a kind of green, safe, fast and convenient vehicle—has developed rapidly. However, the gradually expanding scale of rail construction is followed with the increasingly prominent construction safety problems. Safety accidents frequently occur. Therefore, more work needs to be done to resolve the problems in construction safety to ensure a sound and fast development of rail transportation. It is one of our important tasks.My paper has summarized some information of security management in both domestic and foreign construction industries, pointed out the primary problems in our construction industry, and analyzed the reasons for the problems concretely. Besides, the paper focuses on three problems closed related to construction safety including system safety analysis, security system evaluation, system decision, and accident control with some brief quotations of security system construction theory. I take underground diameter line project from Beijing Railway Station to Beijing West Railway Station as an example. I give a detailed introduction to its general construction situation and concretely analyze the advantages and disadvantages of the safety management with safety system construction theories. Then I build a series of safety systems from 9 aspects—organization, capital, institution, personnel, technique, goods and materials, supervision, assessment, and meeting emergencies with safety construction based on the practical foundation of Beijing underground diameter line project. Moreover, all the systems are materialized with 29 detailed and strong operable security improvement measures. All of these will provide construction security for future underground diameter line project in Beijing and are of great reference value for rail transportation's construction. In the end of my paper analyzes two cases which are Beijing underground diameter line flood prevention and waste car attack compared with"the 9 systems and 27 measures"and thus proves the efficiency and practicability of safety system and safety improvement measurements."The 9 systems"and"27 safety management improvement measurements"concluded in my paper guarantees the construction safety in future Beijing underground diameter line project and has an important reference on rail transportation construction. |
