A Study On Evaluation System Of Highway Safety Maintenance

Nowadays as the steady growth of the total mileage of the highway, the quantity of motor vehicle keeps increasing,and the traffic condition is becoming grim with each passing day. Although the number of traffic accidents tends to decrease in recent years, the number of total traffic accidents and fatalities are still very high. The current highway maintenance codes and standards mainly focu on keeping highway and its facilities in good conditions, and aim at prolonging the length of road service rather than the needs of traffic safety. Therefore, based on traffic safety, this dissertation tries to establish a set of highway traffic maintenance indexes, and construct a safety evaluation model to evaluate the safety conditions of highway.The dissertation firstly analyses the unsettling background, and summarizes the existing researches on this topic both at home and abroad, and then presents the mainly contents and the flowchart of the research.Based on the influence range and components, the highway is divided into intersection and ordinary highway section. The main damages of physical components affecting highway traffic safety are analyzed. And then the intersection evaluation indexes as well as ordinary highway section evaluation indexes are set.Referring to the highway maintenance codes and standards, the marking criterions are presented. The data collected in test section is examined by the one-way ANOVA to prove the objectivity of the indexes.On the basis of evaluation indexes, the traffic safety maintenance evaluation model on both intersection and ordinary highway section are constructed, and the parameters in the models are set by AHP. The data collected in S340 in Shanxi province was used to testify the model by the comparison between the average scores given by the experts and the values calculated by the model.The highway maintenance safety level was divided into 4 scales both on intersection and ordinary highway section, and its sub-system. The scores in each level are given to classify each maintenance condition.Lastly, a brief summery on the main research conclusions, problems and shortcomings is presented, and then the future study direction is discussed.
