Historical garden that is a special component of human historical and cultural heritage, is a kind of a living heritage. Our country is a rich in the resource of historical garden, however, many historical garden are facing various threats and challenges, because of the backward of thoughts and technology. Slender West lake Park in Yangzhou is a outstanding representative of Chinese classical gardens, and it is a garden of Chinese classical flavor on the lake Conservating and developing this precious historical garden is not only important to slender west lake park itself, but also to the landscape maintenance of the whole Yangzhou city and the protection of ecological environment of Yangzhou city.First, based on a.lot of reading, analyzing and summarizing background material basis, through the analysis and research on the history of the world cultural heritage protection, historical and cultural cities protection, architectural heritage protection and classical Chinese garden art and other related theory, this paper try to explore and study the universality of conservation and development protection and development, it expound the relationship between the concept of conservation and development,summarize the value structure, and put forward the basic principle of conservation and development, and to explore the content of conservation and development work and the general guide meaning basic methods.Then, based on the case study of Slender West Lake Park(SWLP),this paper analyzes its particularity. Through various channels to collect and organize the relevant historical data of SWLP, the paper lists systematically its historical evolution of SWLP in chronological order, and then makes a brief analysis and summary of the characteristics of the park.At last, this paper analyses the advantage and disadvantage of the protection status of Slender West Lake Park, and puts forward the measures to conservate and the safeguard. And then accomplishs the work of the key scenics of the garden, analyzes the problems in work and puts forward the corresponding solutions. Protection and development is promote each other in the community, under the premise of protection to development, and reasonably sensible development to promote protection. Wanhua garden engineering is an important development project of SWLP, and used as example for development research. It conclude the development principles and methods of SWLP, and put forward some suggestions. In order to provide the references for SWLP and other historical garden for future development work.
