ADS-B is a part of FANS which is recommended by ICAO.Due to its good surveillance performance and low cost,more and more scholars are paying attention to it.Through tracking the study on flight separation of air traffic control under the surveillance of ADS-B at home and abroad,combined with ADS-B implementation plan of China and PBN implementation route of China,study the flight separation of parallel routes under special navigation performance and ADS-B surveillance.According to China's ADS-B development plan, China plans to improve air traffic management capabilities of en route and terminal area and all phases of flight in the eastern regions where provide radar surveillance, and gradually replace secondary surveillance radar by ADS-B to optimize surveillance performance and reduce the input cost of surveillance system. In accordance with the implementing plan of PBN, China pans to build the airway of RNAV-1 in the eastern regions. Combined with the implementation plan of navigation system and surveillance system,study the lateral collision risk of 5NM flight lateral separation of ADS-B control in the parallel airway of RNAV-1 using Reich model,the result indicates that implementation of 5NM flight lateral separation of ADS-B control conforms to safety target level set by ICAO.China plans to make ADS-B as the main surveillance system, and make the transition from the air traffic service from procedure control with ADS-B to ADS-B control in the western non-busy areas. China plans to build the airway of RNP-4 in the western regions and ocean areas. Then study the longitudinal collision risk of 16NM flight longitudinal separation of ADS-B control in the parallel airway of RNP-4 using Reich model, the result indicates that implement of 16NM flight longitudinal separation of ADS-B control conforms to safety target level set by ICAO.Finally, obtain the overall security objectives level of China's civil aviation from 2010 to 2030 and derive the acceptable air route collision risk level of China by using the gray theory. By comparison of level between the lateral collision risk of 5NM flight lateral separation of ADS-B control in the parallel airway of RNAV-1 and the acceptable air route collision risk level of China, The result shows that implement of 5NM flight lateral separation of ADS-B control conforms to safety target level of China. By comparison of level between the longitudinal collision risk of 16NM flight longitudinal separation of ADS-B control in the parallel airway of RNP-4 and the acceptable air route collision risk level of China, The result shows that implement of 16NM flight longitudinal separation of ADS-B control conforms to safety target level of China.
