Sortie generation Capability(SGC) is one of the critical indices which are used tocharacterize carrier and airwing capability. In order to research the index system of sortiegeneration capacity and their effects on the embarked airwings, attention was drawn to theanalysis of the operational planning process of carrier-based aircraft and a range of constrainshaving effect on the SGC. According to the Bucket-effect we can get the maximum SGC byanlysing the computational mode of operational availability, Maintainability, supportabilityand equitment reliability.In this paper, firstly the characteristics of carrier-based aircraft operation processes areanalyzed in detail, and the characteristics are considered on how to effectively use the powerof aerial vehicles to implement the combat task typically by air-to-ground attack from anoverall planning point. Combied with the research of optimal allocation of weapon’s hangingplans and potential strength of target attacking, the markov stochastic process theory isapplied on the comprehensive effectiveness assessment and theoretical calculations of thesingle aircraft air-to ground attack. Then the assignment algorithm which can solve theresource balanece problem of supply and demand. The conclusion that the movement processof ship-board aircraft on flight deck forms a Markov close-loop queuing network model issummed up. The Mean Value Analysis (MVA) method is confirmed to analyse the situationof aircrafts in this simulating system. In additional, Monte Carlo simulation algorithm is usedto accomplish the reliability analysis of aircraft, to a certain extent, improved the ability tocalculate the aircraft carrier out the theory and methods.In the end, the algorithm is proved to be right by analyzing the calculation examples, andthe prototype of carrier-based aircraft flight plan system is developed in Visual C++softwareenvironment in which the database of SQL Server2000is used as its Server. The system isinteractive friendly interface, On top of that, the SGC computation and visualization arecarried out. With the directly perceived displaying the dynamic processes of the airwings’operation and detailed schedule, the establishment efficiency are greatly improved.
