With China joining the global process of economic integration is accelerating, the exchanges between China and the world are more frequent. In the long journey, more and more people would travel by plane therefore the development of civil aviation in China is so rapid. Because most airport infrastructure in China is insufficient, the airport operation capacity can't satisfy the increase of flights in the airport, causing airport operation in low efficiency and hindering the rapid development of China's civil aviation transport. To ensure the safety of airport operations and improve the efficiency of airport operations, the research and applications of the airport surface surveillance technology are got extensive development and attention. The appearance of the airport surface surveillance technology has changed the traditional tower controller visual surveillance methods, reducing the workload of controllers to ensure the safe of the airport and improve the efficiency of airport operations.According to the current tower surveillance actual requirement, my thesis proposed to build of a set of tower alert and surveillance system based on ADS-B. My thesis describes the development and research of the surface surveillance technology (surface surveillance radar, ADS-B and MLAT) on airport. With the advanced Surface Movement Guidance and Control System (A-SMGCS) function for research, my thesis'aim is design and implement the tower alert and surveillance system based on ADS-B. The system includes the following main aspects:1. According to the tower controller work in the airport facing with control of the problems, my thesis determine the system needed for the function and provide the basis for the design and implementation for later.2. Research creating the airport surface display platform. My thesis adopt open-source Java-based framework for Spring RCP as a system development platform, the platform can enhance the expansion of the airport display. Airport geographic information adopt GeoTools components to build the platform which is open-source in line with OGC standard.3. Research ADS-B data message based on CAT021 format. My thesis research the ADS-B message data format based on standard ASTERIX CAT021. According to ADS-B data, we can create the platform to achieve the surface surveillance features include: simulated radar label, historical trajectory, trajectory prediction line and the approach and landing control system.4. Research the runway opened and closed control function and taxiway alert function. Combined with ADS-B surveillance data and the airport geographic information data, when a plane used the closed runway landing or taking off, or the speed of a plane exceed the safe speed on the taxiway or the interval between two plane is too small on the taxiway, the system would notify controllers by alert information.
