The Research Of Evaluation And Countermeasures Of Urban Traffic Based On The Livable Concept

In recent years, more major cities in our country regards constructing livable city as the primary objective of urban development, but as an integral part of urban development, urban transport has hold livable city back. The impact of traffic on city residents is very wide , therefore how to build urban transport system according to standards of congstructing the livable city, how to make more people have a sense of belonging by means of adjusting natural conditions and human conditions in urban transport, and how to make a scientific evaluation for level of traffic development of the existing livable urban, how to solve the livable problems in transport and how to propose some scientific strategies, which is our country's urgent problems in the course of the development of urban transport.This paper started from the concept and connotation of livable cities, first made a further analysis of the connotation based on the concept livable city, analyzed the influencing factors , development goals and principles of development, and compared between the green traffic and livable transport, compared between humanized traffic and livable transport. Then made a evaluate for urban traffic based on the concept of livable, build evaluation index system of traffic development level in livable city, and made a empirical analysis of traffic habitability development in Chongqing by multi-level fuzzy comprehensive evaluation model, then analyzed current main problems combining the correspondency between urban traffic and livable city. Then analyzed the reasons of the livable problems of urban traffic from the macro and micro levels. Finally put forward countermeasures and suggestion of traffic development based on livable concept.Urban transport based on the livable concept is regarding urban transport as part of the construction and management of city, to enhance livable city composite index in urban traffic, to create a comfortable, fair, convenient, and harmonious traffic environment, to make more people have a sense of belonging by means of adjusting natural conditions and human conditions in urban transport. From the narrow point of view, urban transport based on the livable concept is to stress traffic comfort, convenience, safety, environment protection and the construction of artificial traffic environment; from a broad perspective, urban transport based on the livable concept is to focus on social benefits and ecological benefits in the development of transport. In the social benefits, it refers to providing a variety of travel options for people at different class and safeguarding rights and interests of pedestrian and bicycle travel, making transportation investment to pay more attention to traffic people's livelihood projects, making traffic finance to spend more for the majority of low-income and medium-income people to solve their travel problems, encouraging most people to travel by walking, cycling, public transport and reduce people's gap of the identity in travel tools, making transport development to do more contributions for improving people's living level and improve well-being index,creating a symphonious traffic environment which reflects more humane care. In the eco-efficiency, transport development should adopt the resource-saving and environment-friendly sustainable development path, to avoid environmental pollution and resource waste.
