China's Railway Project Quality Control

"Eleventh Five-year" is the critical period of the railway for leaping development, is also the key period to large-scale railway construction phase. The quality control of railway construction is very important to which ensuring the quality of railway construction projects, maintenance of the public and national benefit. But over the years, quality has been the most prominent problem in railway construction.In times of building saving society and implementing sustainable development context, study on how to control the quality of railway projects to improve the quality of railway project management, which is a worthwhile research topic.Firstly, This article start from the quality of the railway, its characteristics are analyzed, the main responsibility for the railway project has defined,which is the owner reconnaissance and design institutes, supervision unit and construction unit, the system and operation status of existing quality control in railway projects are studied; Then, reference on behavior science theory of quality, the behavior of the responsibility of quality control in the railway project are analyzed, the quality goals, motivation, behavior and quality reason of the responsibility are detail discussed. Secondly, the selected behavior model of the main responsibility is established by using the game theory and utility theory. The suggestion on quality behavior of selection is proposed; finally, the external quality assurance is studied, which is government supervision, engineering guarantee and construction insurance. The impact on the quality of the railway project and the role of quality control system are analyzed, measures to enhance the quality of railway engineering are proposed.Finally, on the basis of the HNDH Railway Project, its quality control is summarized and analyzed.In this paper, combined with the actual railway project to study the quality control, the outcome of which hopefully will make some reference contributions to the relevant participants in the railway projects.
