Establishment And Application Research On Safety Consulting Service System Frame

Since China hold the policy of reform and opening up to the outside world, China's economy developed fast, but after the international financial crisis, the change of international financial capital has caused a great influence on our country. At present, our country production face a lot problems about safety, all kinds of accident occur frequently, the economic loss too much, the domestic level of the work of production safety is far behind in developed countries, current situations restrict the development of our country's economic and society. Our country is at the primary stage of socialism, the guiding ideology, the administrative management system and safety technology system cannot meet the requires of safety production. To meet the requirements of the new situation, we should continuously work out new countermeasures. We need to establish a safety consulting system for the government and companies to improve the government institutions, help companies to resist risk.In the daily supervision, the government occupies some functions of the safety consulting organization, which limit the function of the government; social and production department don't have a clear understanding of safety consulting; our scholars don't carry on the research of safety consulting. Safety engineers'consulting activities is not standard, for the lack of the safety consultation method research.This paper studies the current safety production status of our country, putting forward the research from establishing safety consulting system, safety consulting methods and safety consulting application in safety management and safety production. Through the study of management consulting and engineering consulting method, this paper proposes a safety consulting system based on the existing safety science theory. Build safety consulting system from safety technology research and promotion, safety production information consultation, safety personnel training in order to solve the low efficiency of administrative supervision and accident rescue. Based on the current situation and development of the safety standardization consulting and safety assessment, this paper put forward standard safety consulting in enterprise's application, give general safety consulting operation program to help enterprises to realize high quality safety assessment and decision making, improve the production anti-risk ability. Provide theory support for safety consulting and standard safety consulting organization's method of operations.
