Abstract/Summary:
Coordination between natural resource protection and economic development is the major concern surrounded the sustainable development. The developed areas of China, particularly southeast parts, are dealing with the conflicts between further development and limited environment resources. Facing the challenge of balancing the economic and environmental needs, the Zhejiang Environmental Protection Bureau drafted an eco-environmental zoning guideline in 2006, to regulate the technological process for making industrial locating patterns at regional level. Over the past five years, zoning menthod is proved to be effective in granting environment approval. However, the original menthod was a little sketchy and also have several defects.This article proposes to build a complete zoning management method and explores reliable zoning techniques for developed regions. With the development of geological information technology, a GIS-based eco-environmental zoning approach was developed for the management of land activities as well as raising thresholds for granting industrial entry in the developed regions of southeast China. The zoning system categorized land uses of Yuhang District as prohibited land, restrictive land, preferential land, and regulative land. The procedure methodology included four steps.Firstly, based on the discussion and analysis of the definitions of zoning, a PSR zoning model was constructed. After clarifying the zoning model followed the data collection and transformation. The primary data was converted to the same coordinate system. The results were visualized with a set of spatial distribution maps of the research area, such as natural resources, ecological vulnerability and ecosystem service distribution maps.Secondly, a series of spatial calculations were made to evaluate the environmental and socioeconomic conditions. In order to reflect the current and potential pollution prospect, the regional developing plannings were added into consideration. The research area was analyzed, in order to figure out the local pollution characteristics in the future. In this part, a brand new thought of accounting the local environmental capacity was brought out by utilizing the sewerage facilities analyses. Due to the exhaustion of the natural environmental capacity in the research area, the locations that covered with engineering measures were thought to be artificially enhanced in environment capacity.Thirdly, the distinguished aims for four types were made. Based on the detail of the ecozones, the characteristics of the zones were identified. For instance, the restricted lands contained five subtypes like water resource protecting, nature reserve protecting, crucial wetland protecting, historical remainder protecting and landscape protecting.Finally, referring to the research achievements and investigations, a management template was composed. The management tool was designed to illuminate the protecting type, existing pollution source (industrial or human living), vulnerable targets, environmental enforcing key points etc. All the related information was gathered in the GIS and the diagram.The approach highlighted use of GIS to develop database, perform spatial analysis, operate the zoning results and made management advices. The study indicated that a GIS-based zoning approach and associated methods was necessary and provided convenient consultations for the decision makers for the local government.
