The Research Of The Performance Evaluation Of Wetland Protection Policies In Hubei Province

Wetlands include swamp, beach, shallow sea that depth at low tide is less than 6 meters, river, lake, reservoir, paddy and so on. Wetlands cover 6% of the surface of the earth,but provide living environment for 20% of the known species and have irreplaceable ecological functions, so people call wetlands "earth's kidney". Hubei is located in Yangtze river, it has rich wetland resources because of so many rivers and lakes. But blind development and exploit of wetland resources lead to making use of wetland is traded with immolating the harmony between people and resource, environment, economy and society. It's important to protcet wetland in order to achieve sustainable development of wetland. And wetland protection policy plays a guiding and decisive role in protection of wetland, so we need to research on the wetland protcetion policy. This paper puts wetland protection policy in Hubei province as research object, studies on wetland protection policy based on Sustainable Development Theory, Man-land Relationship Theory and Ecosystem Balance Theory.On evaluation of wetland protection policy in Hubei province with AHP and questionnaire according to the present situation of wetland protection and management, wetland protection policy implementtation and the effect of wetland protection policy. Firstly, set up evaluation index system and evaluation system of wetland protection policy in Hubei province. Secondly, determine the weight of each index with software yaahp. Thirdly, figure out performance evaluation index of wetland protection policy in Hubei province. Finally, evaluate wetland protection policy and put forward suggestions and countermeasure according to calculation result.Through the reasearch we found that the wetland protection and manangement in Hubei province is at the initial stage. Althrough the currnet policy of wetland portection in Hubei province has obtained certain results, there are still some shortcomings.Some problems hinder the smooth development of wetland protection and management in Hubei province, for example, blind development of wetland, serious pollution, management system chaos, resource ownership is not clear, monitoring and evaluation system is not perfect and construction of protected areas. So we need to make improvements in many aspects, for example, wetland management system, the policy system, wetland ecnomic development and public participation. Using the above methods to establish a "all-win" system including economic benefit and ecological benefie and finally achieve the sustainable development of Hubei wetland.
