According to the survey on water quality, hydrology and geography of the lower Shaying River, the basic situation of water resource is analyzed, and the serious water pollution which seriously restricts the sustainable development of the local national economy, is realized. In order to control water pollution effectively and reasonably, treat pollution and improve water quality, it's very urgent to establish water pollution control decision support system of the Shaying river (SY-WPCDSS).From the standpoint of development process, functional design, frame construction and modularization design, using GIS technology and object-oriented programming language Visual Basic, the system with visual interface is exploited with MapObjects of GIS and database. The main achievements are obtained as follows:1.By being learned water resource basic information of the lower Shaying river, demand, function and data is analyzed, the environment, method and purpose of the SY-WPCDSS development is defined. On the basis of the sufficient analysis on the system, frame construction is designed, basic structure is established, the design of function, database and model base is completed; the feasibility of the system is well researched finally.2.This paper establishes three systems:water environment basic information subsystem, water quality assessment and forecast subsystem, water pollution control optimal operation subsystem, which constitute SY-WPCDSS. The three systems established by the model of fuzzy comprehensive evaluation and gray prediction, help environment managers making judgments for the result of water assessment and forecast scientifically and efficiently.3.On the GIS platform, using MapObjects of GIS, visual interface of WPCDSS is exploited with object-oriented programming language VB. The system achieves functions of inputting information, treating data, searching information, data analysis, thematic maps, water quality evaluation and water quality prediction, and engineering optimization scheduling program of the lower Shaying river is designed, which can help data management, searching and assistant decision for intelligentialize management of the water environment of the lower Shaying river.4.Water resource situation of the Shaying river is analyzed, forecasted and evaluated by the system, according to the result of analysis and evaluation water pollution, combined with sorts of the index diagram, engineering optimization scheduling program of the lower Shaying river is designed, which can provide a powerful tool and intelligent decision information for Shaying River's water environment management.
