Customs Entry Of Solid Waste Management

The first decade of the 21st century, because of rapid economic growth in China, Russia, Brazil, India and many other industrial countries. The world's energy crisis and the circular economy become concerned research projects in all countries. The countries gradually pay more attention to waste utilization of renewable resources. Along with the national foreign trade development, resource available waste international trade expands gradually. From 1990's, China began to import foreign resources of solid waste. But due to a lack of system management, some dangerous solid waste or the value of solid waste enter China. It has led to great harm not only to our environment, but also to the health of the citizens. Therefore, the study of imported solid waste management has important realistic significance.This paper takes "Customs entry of solid waste" as the research object. Based on carding existing relevant international conventions, laws and regulations as the basis for entry solid waste management and customs enforcement process and the entry status of solid waste category management, using responsibility government theory and systematic analytical method, it does systematic and in-depth research on entry solid waste management of our country.According to Systematic introduce that customs smugglers prohibited from the entry solid waste, supervises and control the importation of available solid wastes, this paper objective analysis the difficulties faced by the Customs for entry solid waste management at this stage, especially analysis the problem when the customs smugglers prohibited from the entry solid waste, supervises and control the importation of available solid wastes. According to the actual work of the customs, concrete proposals to solve the problem are proposed. In the end, with Tianjin Ziya circular Economy Zone as an example, the paper describes the measures for entry available solid wastes management by the customs and the local government, and brings relevant policy recommendations for the development of renewable scrap metal industry.
