China is one of the countries facing the worst natural disasters in the world.Every year,hundreds of billions loses because of these disasters.Particularly since having suffered snow disaster,512 Wenchuan earthquake,Yushu earthquake, and Zhouqu landslides, etc from 2008,Chinese people's lives and property suffered huge losses. A large number of relief funds played a key role, but also a public concern, the Government attaches great importance to public administration issues.The study of raising, decision-making, use, regulatory of massive natural disasters relief fund is important to decision-making reference. Existing research on the management of relief funds focused on the using of disaster relief funds research, it's lacking of in-depth theoretical discussion, the system theoretical framework and model can not form,and it is the shortcomings of the theory of public crisis management at present.Relief funds is differenr from a general fiscal transfers,with many their own characteristics, but also involves more than participation in the main body, forming a fund-raising, decision-making, use and control of the policy network structure, a feature that determines the serious natural disasters relief funds under the special supervision. This article focuses on natural disaster relief funds of serious management and oversight issues, in a large number of first-line supervision of relief funds based on research by the Wenchuan earthquake case studies, I described the devastating natural disaster our government relief funds management, status, analysis of existing problems and reasons, and the use of emergency management theory, supply and demand theory, pluralistic governance, agency, and other game theory, management and supervision of relief funds is proposed perfecting the government relief funds devastating natural disaster management and oversight mechanisms countermeasures.This article is divided into four main sections:The first part analyzed the status of catastrophic riskand pointed that earthquakes, floods, typhoons, landslides, debris flow is the major catastrophe risks facing in our country. The second part analyzes the characteristics and needs of disaster relief funds, then funds from the theoretical analysis of the disaster relief in the process of change in the rules and characteristics of the law from the perspective of disaster, on the form of relief funds and materials to make a comparative analysis of the needs.Meanwhile, the supply with the disaster relief funds change with changes of social impacts,resulting in relief funds on the supply and demand curve. And also describing all aspects of our current management of disaster relief funds raising, distribution, use and control.The third part, from multiple governance idea, describes that the provider of disaster relief funds are from the business, people, society and government finance in showing diversity, regulatory diversity, explaining the strategic behaviors that risk capital and multiple regulatory, multi-place game between the client and build a diverse regulatory control thought, and using a multi-principal agent model,to analysis the diversification of relief funds for in-depth of governance. Furthermore, through the relationship between the central and local government, we get the Game model of the local government and the central government.The fourth part, focusing on analysis of the practice of evaluation, analysis of the status of disaster management and financial problems, make case description of the Wenchuan earthquake disaster relief funds and problems.and to, combined with analysis of the full text of proposed Improvement of Government Management devastating natural disaster relief funds Mechanism.
