In recent years, following sustainable socio-economical development and the rapid progress of science and technology, various types of pollution have increased substantially, bringing heavy burden and serious influence on natural environment. In the three forms of pollution, including solid waste pollution, water pollution and air pollution, solid waste pollution have become increasingly prominent. With worldwide concern on greenhouse effect and global warming, the pollution of bio-waste on environment, especially on atmosphere, has begun to attract the attention of the EU and other developed countries. In April 2010, China's Ministry of Environment Protection presented a subject on international experience conclusion and related policy recommendation on how to enhance the environmental supervision capacity of greenhouse gas emissions. In this subject, the effect of bio-waste supervision on greenhouse effect is one of the main research items.In present, the definition of bio-waste is not uniform. But as one category of solid waste, being easy to corruption, the most notable feature of bio-waste is the emission of greenhouse gases such as methane, carbon dioxide, nitrous oxide and so on during the whole process from generation, recycling, storage to disposal. This is also its worst influence on environment and the atmosphere. Furthermore, currently bio-waste stream in China is growing rapidly. Therefore, it is of practical and urgent significance to enhance the supervision of bio-waste and control the emissions of greenhouse gas.On the basis of describing the new research and related directive and ordinance on bio-waste in EU, and analyzing some of the guiding principles and management system established in Solid Waste Pollution Prevention Law of People's Republic Of China, which are applicable to bio-waste supervision, this paper is focus on discussing the feasibility of building a bio-waste supervision system to control the emission of greenhouse gas which shall be based on solid waste supervision system and subject to the characteristics of bio-waste pollution; bringing forth a new idea of highlighting"carbon reduction"principle in the guidelines of bio-waste supervision; putting forward establishing five mechanisms in line with five links including proactive supervision, formative supervision, after-event supervision, financial security and information & technology support. These five mechanisms, namely environmental safety assessments mechanism on bio-waste pollution prevention and control, supervision and inspection mechanism on bio-waste generation, treatment and disposal units, punishment mechanism during process of generating, collecting, storing, processing bio-waste, financial security mechanism of bio-waste supervision as well as information feedback and expert consulting mechanism on bio-waste pollution prevention and control, enhance the bio-waste supervision capacity in an all-round way.The establishment of bio-waste supervision system is a complicated subject, involving legal, administrative, economic, technological fields and so on. It is not overnight work, especially in the period when the related researches are not mature and relevant laws & regulations are not sound, which needs more attention, support and active participation from government, environmental protection departments, enterprises, research institutions, experts and scholars. We hope that with joint efforts from all walks of life, a sound bio-waste supervision system could be established in the near future, making contribution to the reduction of greenhouse gas emissions in China and even on the earth.
