Agricultural information is the combination of traditional agricultural management modes and modern high-tech means, and is also the effective way in which information technology permeated to agricultural field. Agricultural information technology will play an important role in promoting future agricultural production and technological progress as a whole. With the application and development of satellite Remote Sensing technology (RS), Geographical Information System technology (GIS) and Global Positioning System technology (GPS) in the agricultural field, especially the rapid application and achievement obtained in agricultural resources science, 3S technology has been proved to be playing a special role in deeply exploring agricultural resource information, improving utilization efficiency of agricultural resource information and guiding agricultural production.Domestic and international researches showed that agricultural resources information construction based on 3S had made great achievements. However, 3S technology had been used to solve the problems only as technology auxiliary means in most researches, which led to the "islanding effect" in information technology application. achievment of systematic study on 3S technology application was rare. At present, lacking of uniform technology models and system framework to guide agricultural resources information utilization, development of agricultural information technology appeared seriously dislocated between basic research, application research and achievement transformation. In addtion, corres-ponding mechanism which ensured the transformation from agricultural information technology achievements into practical production capability in technology application was also lacking.Taking Dingzhuang Town in Guangrao County of Shandong Province as a case, both theoretical analysis and case analysis were adopted, this study discussed technological models of agricultural information and its application mechanism based on 3S at township. According to the application characteristics of township level, four technological models were built: the model of agricultural resource information extraction based on RS, the model of agricultural resource information management and analysis based on GIS, the model of agricultural resource dynamic monitoring based on RS and GIS, the model of soil physical and chemical properties information extraction based on GPS and GIS, respectively. In addition, the study proposed application mechanism of different technological models and guarantee strategies at township level.(1) The model of agricultural resource information extraction based on RSThrough analyzing and summarizing extraction technology of different agricultural resource information, the model of agricultural resource information extraction based on RS was built. Taking Dingzhuang Town as a case, guided by technological model, the information of land use types, winter wheat planting area in Dingzhuang Town were obtained.(2) The model of agricultural resource information management and analysis based on GISBy using GIS database management and spatial analysis to extract new information and hidden knowledge from original data, the model of agricultural resource information management and analysis based on GIS was built based on agricultural resource comprehensive evaluation. Taking Dingzhuang Town as a case, using GIS database management and spatial analysis, the paper studied cultivated land quality evaluation, cultivated land soil nutrient precision management zoning in Dingzhuang Town.(3) The model of agricultural resource dynamic monitoring based on RS and GISCombining dynamic up-to-dateness of RS with spatial data management and analysis of GIS, according to model of agricultural resource information extraction, the model of agricultural resource dynamic monitoring based on RS and GIS was built. Taking Dingzhuang Town as a case, the information of land salinization, cotton planting area and cotton growth in Dingzhuang Town were monitored and analyzed dynamically.(4) The model of soil physical and chemical properties information extraction based on GPS and GISBy using spatial variable information positioning of GPS and spatial information analysis and processing of GIS to obtain soil physical and chemical properties. the model of soil physical and chemical properties information extraction based on GPS and GIS was built. Taking Dingzhuang Town as a case, cultivated land soil physical and chemical properties information were obtained which provided basic data for agricultural resource comprehensive evaluation and soil nutrient zoning management.(5) Application mechanism of agricultural resource technological models and guarantee strategies at township levelAccording to studying the role and interrelationship of actors in application mechanism, combining with the characteristics of township level, the paper proposed application mechanism by guidance of government,co-participation of enterprises and make the best of social resources,then elaborated the guarantee strategies from four aspects.Taking systematic application of 3S technology as breakthrough point and sample application as standing point, agricultural resources information technology models and its application mechanism with township-scale characteristics based 3S were built. The purpose was to seek application mechanism of information technology integration on agricultural resources utilization, to improve the widely guidance and reality popularization to different agricultural resources utilization, thereby to improve the efficiency and effectiveness of agricultural resources utilization, it has great significance to agriculture increasing yields, peasant increased revenues and new rural construction.
