| "The future world winner will be rising by a strong ocean economy, while the loser also sinks in the ocean." Along with the intensifying global competition, it has been widely acknowledged that the ocean will be the remaining space for human subsistence and development, therefore, every country gives their top priorities to ocean exploitation. Since the exploitation of ocean resources greatly relies on marine science and technology, marine science and technology has gradually become the major content of ocean development, which provides the fundamental support for a sustainable development of ocean economy. To a certain degree, the commercialization of marine scientific research findings embodies the effects of science and technology investment, which plays an important role in driving economic and social development. However, the effects vary from place to place in the coastal area due to different reasons. By applying the classic AHD, DEA model and calculation, the thesis intends to make a comprehensive appraisal and assessment of 11 provinces and cities on the commercialization effects of marine scientific findings, and seek for the reasons for the discrepancy between different regions, aiming to provide some political references for further closing the distance between coastal provinces and cities.Chapter 0 Preface The background and meaning of this thesis, a general summary of relevant researches in the world, and the research methods and contents, as well as its innovations.Chapter 1 Relevant Concepts and Theories A detailed elaboration of the concept and contents of the commercialization of marine scientific research findings; also a comprehensive assessment of the commercialization effects from different perspectives, including technology innovations and transfers, the expansion of technologies, the cooperations between production and research, and the intellectual property rights. Thus to provide theoretical references for the following chapters. Chapter 2 The Performance Assessment Methods in the Commercialization of Scientific Research Findings This chapter introduces several methods in evaluating the performance of the commercialization, and introduces the AHP and DEA methods in detail, which provides the theoretical models for the empirical analysis in Chapter 4.Chapter 3 The Structuring of Performance Assessment Index System and Assessment Model for the Commercialization of Marine Scientific Research Findings In line with certain principle, this chapter focuses on the structuring of performance assessment index system for the commercialization performance, based on which the assessment model can be constructed. So as to provide theoretical model and index system for the empirical analysis in Chapter 4.Chapter 4 The empirical analysis of the performance assessment of the effects brought by commercialization of marine scientific findings. Based on the theories in previous chapters, this chapter carries out appraisal analysis of our coastal provinces and cities on their performance in the commercialization of marine scientific research finding. In order to find out the discrepancy and the reasons behind it, then to make an analysis of the reasons.Chapter 5 On the basis of Chapter 4's analysis, this chapter provides some political references for further improving the performance of commercialization of marine scientific research findings of coastal areas.Chapter 6 Conclusions and Outlook. A general summary of some conclusions and the forecast of future researches. |
