With global climate warming, all sorts of extreme weather frequent attacks. Early 2011, Shandong province suffered from severe drought disasters. Weifang is one of the 42 key water-shortage cities all over the country, whose population consititute a high proportion of shangdong province's. Weifang is on the verge of Bohai laizhou bay, which has abundant marine resources. Desalination of sea water will be solution of fresh water shortages. In January 2011, the government issued water conservancy reform files, which advocate to develope seawater desalination and comprehensive utilization. According to Shandong peninsula blue economic development planning, the government encourages not only the conditional living community and industrial enterprises to use desalination water but also to speed up the development of the demonstration cities which use desalination water. Weifang is a part of the blue economies, where seawater desalination industry will have wide development space in the future.Although seawater desalination technology has become mature, high cost of seawater desalination becomes obstacles of desalinized water's entering the market. Besides technical factors, a reasonable location choice will play an important role in cutting down the cost of seawater desalination to some extent.A reasonable location decision can relieve water resources pressure of weifang effectively. So the research on location of seawater desalination plant in Weifang is of important practical significance.The site selcetion of seawater desalination plant is influenced by many factors. Traditional facility site selcetion methods only focuse on some foctors, ignoring the others. So the final location decision will be affected to some extent.This paper will give full consideration of all factors which impact of locational decision, using actor analysis method which combines all factors effectively to provides basis for desalination plant decision-making.Site selcetion affected by various factors, which contains economic factors and non-economic factors. The economic factors were measured with seawater desalination cost. The construction costs of seawater desalination engineering vary greatly from different seawater desalination technology. Firistly, this paper will select suitable seawater desalination technology for Weifang through the analysis of various seawater desalination technology . And then, calculate the desalination cost under the selected desalination technology and take it as the measurement of economic factors. The non-economic factors are divided into social factors and policy factors. Aftering constructing the evaluation index system, collect data through questionnaire, and use AHP method to calculate the weight of each non-economic factor. Calculate the importance of each candidate scheme index by means of weighted average, and then select the biggest as the best location plan.This paper combines site selcetion with water recourse utilization, which has distinct characteristics. It not only has good application value, but also for other desalination enterprise's site selcetion provides a good model.
