With the development of the technology and innovation of management methods, enterprise information-based is needed to improve more and more. Nowadays, most enterprises in our country have imported bottom control systems which developed from 1970s such as DCS, and the top plan management system have also realized information-based step by step according to the requirements of departments.However, with the deeper development of information-based, the characteristics of process-oriented enterprises, continuity, demand the data to have more real-time and global performance. Therefore, those process-oriented enterprises which based on DCS encounter two problems:Firstly, because of limited technology and other reasons, the data of bottom DCS can't be collected timely and precisely then transmitted to the top management system, which caused the inefficiency of longitudinal integration of enterprises plans, control and scene.Secondly, the top management system consists of management modes based on all the departments, and the distributed information system result in lots of "information islands". The departments can't share information with each other, which has limited transverse connections of enterprise management.In addition, the Integration of Management & Control concerns not only technology but also resources, process and economy. In a word, the essence of Integrated Management & Control is to send right information to right person, at right time, right place, and with right way.Therefore, this paper just aims at these three problems to bring out the universal mode for Integrated Management & Control of process-oriented enterprises based on DCS. From the three dimensions view, realization and life span, deduce three specific modes information, organization and process, in order to make Integrated Management & Control to be put into practice smoothly. As for information integration, the author focused on the integration of Integrated Management & Control plan by OPC XML -DA for the real-time data of DCS. Then, the author studied an example of Integrated Management & Control construction of a smelting factory and suggested the strategies and methods of information integration, organization construction and process management.
