Following the change of market development, the enterprise select and improve their own management mind and management method, through which can improve management level of the enterprise, improve core competitive force of the enterprise, and succeed in the market. This paper puts forward construction of management system performance basing on profound acknowledgement of management situation of oil extraction Second and aiming at its development environment and development goal confronted, through comprehensive implementation of performance management, gradually improves and enhances management level of the enterprise, sets up management mode taking the market as orientation, and implements strategic goal of the enterprise.Firstly, discusses status and role of the performance and performance management in the enterprise management, illustrates the purpose of the enterprise implementing performance management. Through the analysis to the environment of macro management and micro management confronted by the oil extraction Second of Changqing Petroleum Exploitation Bureau, figures out problem existed of the performance management in oil extraction Second. These problems are represented as follows: the system of performance management is incomplete, no other than performance check, without efficient control and efficient communication in the progress of management and development application of check results, haven't effectively support index system of enterprise strategic development and set up the management mode taking the market as orientation. All of these problems are not adapt to the current and future development environment of oil extraction Second.Secondly, based on problem existed, combines management character with management culture environment of oil extraction Second, selectively puts forward theory of performance management system taking balance score card as the frame, and adopting designing performance index and goal management as method. Under this performance system, basing on management mind of performance management for"people-oriented", utilizes relevant theory of organizational behavior, illustrates essential role of organizational institution mode, organizational culture, communication theory, individual theory and encouragement theory in the performance management, and provides theory support for research and design of performance management.Finally, this paper sets up basic frame of performance management...
