With the coming of economic integration, the range of competition among companies extends rapidly. Human resource management has been a major factor to improve company's competitive power. Performance management is the key of human resource management. To set up a performance management that fits for the company itself and can be implemented, smoothly has been explored a long period by companies all over the world. But it is still a baffling problem to the companies.This paper selects a small Sino-foreign joint venture manufacturing company named TD as an object of study and analyzes the problems of the company's human resource management. Base on the upper analyze and performance management theories and methods , this paper designs a new performance management system to match the characteristic of TD company. During the design, the paper uses Key Performance Indicators (KPI), a systematic performance appraisal skill, to set up performance management system.This paper first describes the theory of performance management, presents the performance management concepts and theories:the performance management intension is clarified firstly, then the related theoretical basis, principles and methods of designing a performance management system are introduced one by one. The second part focuses on introduction and analysis of TD company, includes a survey of the company, the product and the organizational structure, the analysis of the existing practical performance management of TD company. Then reveals the problems of its performance management, in order to improve the performance management system . The third part is the main body of the paper designing a new performance management system for the company. According to the design's procedure, the whole process consists of job analysis, the system of appraisal indicators, the way of performance appraisal and the program of performance management , the performance management implementation support conditions. Although the test for the system is still too early, but the management view that is also more innovative and more functional.In this paper, the following are the main harvest;1, Theoretical understanding on the basis of performance management, describes the relationship between performance management and organizational strategy and performance management in the status and role of human resource management; 2,Realizing that the performance management is a continuous process of communication 3,In light of the TD company' actual situation and to design an effective performance management system. 4,Discussing how to identify key performance indicators weight and how to implement effective performance management system, and so had some useful discussions...
