The Effect Of Cepa, Changsha, Zhuzhou And The Need For Empirical Analysis

The coming out and carrying on of CEPA directly brought a new phase of the economic and trade exchanges between Hong Kong and the mainland, and caused the all-around startup of the"9+2 Pan-Pearl River Delta"Economic Cooperation. It is a rare historic opportunity for a central agricultural province such as Hunan. The region of Changsha-Zhuzhou-Xiangtan is the most economically developed and intensively urbanized region in Hunan Province. Thereinto, the three cities of Changsha, Zhuzhou and Xiangtan distribute as a"Ping"character so that they are usually referred as the"Golden-Triangle"of Hunan. Currently Hunan is implementing the"One Point, One Line"developing program which is leading by Changsha-Zhuzhou-Xiangtan Integration, so as to build up its regional predominance and accelerate the economic development. Changsha-Zhuzhou-Xiangtan Integration is significant for the takeoff of Hunan. Analyzing under the condition of history and geography, society and economics, and urban development status, Changsha-Zhuzhou-Xiangtan possesses natural complementary strengths. According to the popular theory of Urban Universal Gravitation Model of Regional Economics, Changsha-Zhuzhou-Xiangtan should join in the Pan-Pearl River Delta instead of the Yangtze River Delta. Therefore, under the influence of CEPA, there are practical needs for the three cities, further, to integrate in order to conform to the international trend of urban economy integration, construct the engine of Hunan economic growth, comprehensively elevate the regional competitiveness in the Pan-Pearl River Delta of Hunan, undertake coastal industries transferring, and seize initiative in the trade with Hongkong and Macao. From the thought of"Mao Zedong City"conceived in 50's last century to the idea of"Changsha-Zhuzhou-Xiangtan Special Economic District"came up in 80's, until the conception of"Changsha-Zhuzhou-Xiangtan Economic Integration"put forward in last stage of 90's, the problem of the three cities'integration went though a devious historic process. By investigating and research, this thesis started with the perspective which trade spurs economic growth, demonstratively analyzed the necessity for the integration of Changsha-Zhuzhou-Xiangtan under the effect of CEPA.
