The performance management system is a crucial tool for Beijing Capital International Airport (hereinafter referred to as BCIA) in terms of promoting people training and advancing the development strategies .The performance management system was established in 2004, which include different levels and classifications. The system was divided into two levels: department and staff. For the staff inspection, distinct examines and implementation methods are employed for administrative staff and operation staff. The goal inspection method and target inspection method are used for administrative staff and operation staff respectively. As for the inspection for department, Key Performance Indicators (hereinafter referred to as KPI) was employed.Along with the adjustment of BCIA in orientation, tactic target and organization, we have made continual improvement to the performance management system to meet the requirement of the company development since 2004. In December, 2005 we cooperated with"Creating value"and carried on a diagnosis for"promote the organization ability and human resources management system". Based on the diagnosis result and the actual case of BCIA, there are mainly three problems in BCIA performance management system, which are as follows:1. It has not formed an inspection system with consistent structure and perfect content. Also the function of guidance to achieve the target is insufficient.2. The communication on the performance between upper and lower level is insufficient and the way of communication and the skill need improvement .The function of instruction on achievements promotion is poor.3. The application of performance inspection result is relatively simplex and the support for the human resource work is limited.Based on the above issues we developed a survey in BCIA on the performance inspection with a relatively high coverage using questionnaire. We collected a good deal of information and suggestions. Taking the valuable opportunity of wring the graduation dissertation I made further analysis focusing on above problems after referring to related literature .Meanwhile, I combined the corresponding theory and the actual situation of the company and proposed some improvement measures suitable for BCIA in order to establish a more effective performance management system.The purpose of the research report is to provide suggestions with high accuracy and practicability for enhancing performance management system of BCIA and there by provides support for management decision making. Besides, through the practical operation of questionnaire and study ofliterature I aim to explore a method suitable for internal work improvement.
