During market reforming time, enterprise can obtain goals successfully through quickly grasping perfect opportunity in the market. But in the strong market competition, the strategy is the key for success. As to the small and medium-sized enterprise, the great challenge is the growth management. Because of growth coming from the market competition, the competition strategy is the strategy management foundation for mid-and small-scale enterprise. The paper takes the JiYuan Company's transformation of management mechanism as the example and study the JiYuan Company's development strategy, using some theory about strategy management, selling management, the organization behavior study, the human resources management, fiscal management. The research content was divided into five chapters.Firstly, for JiYuan Company the analysis of the present organizational structure, personnel allocation environment, productivity ability, competition characteristics and technical level reveal that the company must transform the management mechanism, because the great difficulty exists in the market oriented competitive system. Therefore, the key for success is to formulate the company own development strategy. Secondly, through PEST model analyze the company's external environment such as political law, economy, technology as well as social culture and its influence. Based on the company interior resources, mainly from following five aspects such as management idea, technical power, enterprise culture, the fund condition and the achievement inspection discovered some important problems for the company development. Finally, based on the JiYuan Company's market and present productivity ability, short-term strategic target has been determined. In order to implement the strategic target, the company diligently executes the strategic plan through following three aspects:First plan is to reasonably reallocate company's organizational structure.Second plan is to improve the human resources environment.Third is to redesign management strategy.In order to guarantee the strategy can be effectively finished, following principles must be executed: 1.moderate rational principle;2.
