| Regional leading industrial selection is the core of improving regional economics and rationalizing industrial construction. The study on the criteria of leading industrial selection is the most important aspect in this area. But it is difficult for government to choose for there are various criteria which refer to most aspects of an industry, so it will be the direction in this field to integrate the criteria and make them comparable.This article shows the differences between leading industry and mainstay industry firstly, and summarizes the characteristics of leading industry. Then it assesses the limitation of present criteria both in theory and practice in the basis of the study on them. This study also concludes the general principles which should be followed in the process of choosing leading industries. Following the general principles, this article chooses a series of quantificational indexes, and models the regional leading industries selection with AHP(the Analytic Hierarchy Process). According to the model, the article gets the weight of each index which is used to choose the regional leading industries. This model is applied to choose the leading industries in the field of high technology industries in Jiangsu province positively in the end of the article. According to the AHP model referred above, the article identifies the leading industries of high technology in Jiangsu province are: the electronic and communications manufacturing, computer and office equipment and the service industry of communal software, the article also outlined the present status of these industries in Jiangsu province briefly. |
