With the development of highway construction in our country, Absence of fund has become the main factor of restraining the highway development。 The diversification of investment subject and financing way should become the important means of solving the problem of the short of the fund used on expressway construction。 But more and more people look BOT financial mode as an important financing way。 How strengthen the work of earlier stage of the highway BOT project and make BOT mode apply on road construction successfully, have been concerned by everybody day by day。 The paper is base on the study of key factor of BOT highway project, combining the characteristic BOT mode, attempt the balanced the tripartite interests of the government, the investor and the bank, set up economic evaluation indexes system, hope that can be applied successfully on the road construction BOT project。First of all, this paper is based on fund contradiction faced in construction of expressway in our country, introduce the application of BOT mode on the expressway construction in our country and the current study on BOT mode, and proposed the method of research and main content。Secondly, this paper introduces the concept and characteristic of BOT mode briefly, and proposes the typical institutional framework of BOT project and basic operation procedure of the highway BOT project。thirdly, according to the basic operation procedure of highway construction BOT project and the characteristic of BOT project, the paper summarizes the key factor, then considering three sides of the government, the bank and the investor, find out focus question from the key factor。Fourthly, according to the focus question of the government, the bank and the investor and considering how equilibrate tripartite interests the paper establishes a set of evaluation indexes system and evaluation criterion, only when all interests are satisfied, the highway BOT project could be applied succeed。Fifthly, for so as to make the appraise accuracy further, the paper classify the risk according to the characteristics of highway BOT mode; at the same time, appraises the risk by AHP, has find out the main risk present in the highway BOT project in our country。Finally, according to evaluation index system, the paper make the instance analysis to Jinning project。...
