With the constant progress of the state-owned enterprise reform, the institutional framework of enterprises is being condensed. It is relative lagging of enterprise's whole management level with its incompatible one, especially salary management. At present the management mode of the state-owned construction enterprises has great disparity from that of the modern enterprises. The project management only thinks a lot of progress , quality and cost, but the manpower resources management of the project has taken things lightly. Young people of technology and management have not development space, lack essential encouragement, which causes technical backbones of the project to depart, and the personnel left having no enthusiasm, or working passively, or looking for other employment chances. However, people are exactly primary resources of enterprises, are the source of enterprise's key competitiveness, manpower resources management is involved in all aspects of the project management, people's subjective initiative and development of the intelligence have great influence on raising labor productivity and guaranteeing project quality, the subjective initiative of the administrative staff of the project to operate is the precondition to deal well with the project progress, the project quality and cost management. Hence, enterprises should establish the new conception of salary management, use the scientific salary management procedure, set up rational incentive mechanism, enable the salary to really become the effective tool to meet the demands of staff, retain staff, keep the competitiveness, construct the community of the individual and organization.This article uses the theory and actual unifies the research technique which, the quantitative analysis and the qualitative analysis unifies. The quotation wide band salary design idea, the use factor counts a law to take the post appraisal tool, according to constructs the project management characteristic (disposable, fluidity, working conditions are inferior), unifies the market salary condition, further explores to the construction construction enterprise project administrative personnel's salary structure establishment, consummates the present salary structure.The article is divided into 6 chapters. Chapter one is the foreword, have recommended the research background, thinking, method and structure of the thesis to arrange. Chapter two is management theory of the salary and salary management system of the state-owned enterprise, have introduced the relevant knowledge of the salary theory and several kinds of current salary systems of state-owned enterprise. Chapter three is the salary management system of a certain state-owned construction enterprise. Chapter four is the salary system design of the project management staff relating to one state-owned construction enterprise.
