Study On Performance Evaluation And Countermeasures Of Poverty Relief Through Development In Henan Province

Nowadays the problem of poverty has always been a major problem which plagues every state in the world, may it be a developing one or a developed one. Many international bodies, including the United Nations Development Program(UNDP), United Nations Food and Agricultural Organization (FAO), the International Fund for Agricultural Development (IFAD) and the International Labor Organization (ILO), have committed themselves to relieve poverty among rural residents so as to eliminate the rural poverty phenomena gradually. There is a widespread concern in the international community about poverty and anti-poverty issues. And the theory of anti-poverty has remained one of the hot topics among scholars both at home and abroad.It has long been an objective for the Chinese nation to strive to get rid of poverty and lead an affluent life. China is a significant anti-poverty practitioner in the world. Ever since the Third Plenary Session of the 11^th Central Committee of the Party, the Chinese government has attached great importance to the work of development and aid-the-poor. A series of anti-poverty policies have been made and related measures have been taken including concentration of manpower and property on the work of development and supporting the poor. Dramatic changes have taken place in the past two decades or more in the poverty-stricken rural areas. The number of poor people has reduced drastically and the living standards of people have been improved significantly. Recognized achievements have been made in anti-poverty campaign in rural areas. Nevertheless, there is still a long way to go in terms of anti-poverty and aiding the poor.Henan Province lies in the central China. It is a big agricultural, developing and the most populous province in China. Henan could be said as a miniature of China, a developing country. Both the poverty-stricken area and population in Henan Province are noticeable. Although the people's government in Henan Province has made great efforts and achieved remarkable progress, anti-poverty campaign is not over yet. Researches on development and aiding the poor in Henan far from sufficient.
