Research On The Evaluation Of Precision Poverty Alleviation Work

Since the reform and opening up,our country to the poverty problem solution achievement world attention.On the one hand,due to the rapid economic development in the new era,people's quality of life has been improved,and the number of people living in poverty has decreased sharply.On the other hand,the gap between the rich and the poor in urban and rural areas has further expanded,the deep contradictions are becoming increasingly prominent,and the new and old problems are intertwined in poverty alleviation and development.Since Xi Jinping put forward the strategy of "precision poverty alleviation" in 2013,he has solved the problem of rural poverty through accurate identification,assistance,management and assessment of poor people in poor areas.In 19 th CPC National Congress' s report,more attention is paid to the problem of precision poverty alleviation in rural areas,which also shows the determination of the Chinese government to lift the rural population out of poverty in the construction of a well-off society.This study is based on the perspective of precision poverty alleviation practice,selects the state-level poor county and the old revolutionary area,Shanxi Province W county as the sample point,uses the literature analysis method,the field investigation method,The statistical analysis method and the case analysis method are used to study the evaluation of precision poverty alleviation in Shanxi Province.This study has a certain practical significance for the future assessment of precision poverty alleviation in poverty-stricken areas at the national level,which will help to further deepen the work of poverty alleviation in poverty-stricken areas,ensure the effectiveness of poverty alleviation,and achieve more poverty alleviation of poor people.Precision assessment of poverty alleviation refers to the identification,support,management of poor households and villages,as well as the quantitative assessment of poverty alleviation work in poor counties,rewards and penalties,to ensure the implementation of various poverty alleviation policies and precision in place.All the poverty-stricken counties in our country are promoting the assessment of precision poverty alleviation,which has made some achievements,but some problems have been encountered in the process of implementation.Based on the theory of precision poverty alleviation and performance appraisal,this paper analyzes the problems encountered in the assessment process of precision poverty alleviation in W County of Shanxi Province,and points out the problems existing in the assessment of precision poverty alleviation work in W County.Disjointed with objective requirements;formalized assessment process,there is a "sports assessment";the assessment object has limitations,emphasis on the assessment of leading cadres;the assessment process is arbitrary,lack of effective supervision;evaluation results are inadequate,The function of incentive is not obvious;the construction of examination system is weak and the grasp of the whole is neglected.According to the existing problems,it is pointed out that the reason for the problems in the assessment of precision poverty alleviation in W County lies in the lack of attention to the assessment of poverty alleviation in concept and the lack of standardization in the evaluation system of poverty alleviation in practice.Finally,according to the existing problems and reasons,the paper puts forward the countermeasures and suggestions to perfect the assessment of precision poverty alleviation: to perfect the examination content,to standardize the assessment process,to establish a scientific assessment system,to strengthen the application and feedback of the assessment results.In order to form a perfect precision poverty relief work assessment management system.
