They are said the farmer, but they do not have the land actually. If we don't look on them as farmers, they can't obtain the working opportunity and the social security as easily as the city people. They are now peripherization by the society, and the weakest community of the society. With the urbanization advancement, this community's scale tends to expand unceasingly .If the problem cannot be solved properly,the process of the urbanization is then difficult to succeed.
