With the arrival of global economic integration, the international competition becomes more and more fierce, especially with the globalization of knowledge economy, the importance of knowledge, technology and talents have been shown obviously day by day. Talents are the main factors if enterprises want to share the market in the competition. Competition among enterprises has changed into talents with high quality constantly. Therefore, attracting talents, retaining staff, promoting their creativity, responsibility and enthusiasm in work has become important factor of enterprises' development. For new hi-tech enterprises, establishing a scientific and effective inspiring mechanism to stimulate the intro-activity and creativity of staff as much as possible, to improve enthusiasm of staff has become the urgent problems need to be solved.The high-tech enterprise is a new style, regarding technological innovation as its guide, combination of technology and product as its character, researching and exploring as its methods, to realize the integration of technology and economy, to improve the quality of enterprises and comprehensive benefit constantly, with the characters of high intelligence, high innovation, high benefit, high creativity and high risk. Compared with traditional enterprises, talents in hi-tech enterprise have strong personal consciousness, clear-cut value concept and scorn for administration that it is hard to measure the achievement of intelligence they made. Talents are the soul of the new hi-tech enterprises, so the effective inspiring mechanisms have special meaning to the development of new hi-tech enterprises. Establishing a system of scientific and effective inspiring mechanisms are not only the main factors of setting up the strategic advantages for high-tech enterprises but also are the effective ways of enhancing its core ability in competition.On the basis of the achievements home and abroad, this thesis analyses the outstanding characteristics of hi-tech enterprises and their talents, states the great significance of setting up scientific and effective mechanism in high-tech enterprises.
