The expressway construction in China started in 1980s. In 1988, the first expressway-the HuJia expressway was built up in the mainland of China, from then on, the expressway of our country had been reached 41000 kilometers at the end of 2005. Presently, China has attracted worldwide attention as its total mileage of expressway amount to the second place in the world after no more than twenty years' rapid development. Having no domestic pattern to use for reference, and under the circumstances of insufficiency of managing system theories, lagged construction of relative laws and regulations, and rigid traditional managing system, the expressway managing mode in China advances in practice. The coexistence of various managing patterns appears as all regional administrative departments make efforts to making patterns fit for the characteristics and operation rules of the expressway.But with the deepening constantly of economic reform of our country, the existing management modes have exposed out a lot of questions, they have already no longer met the need of our country's economy and expressway development. At the era of the expressway's development with unprecedented speed and scale, how to give effective management to expressway—the modern means of transportation, and how to decrease and eliminate factors which hinder the expressway's development in the present managing system, and to establish uniform and efficient managing pattern fit for the characteristics and operation rules of the expressway in order to fully exert the economic and social benefits of the expressway has become the urgent task to solve.This paper gives a brief introduction to the development of the expressway, analyzes the necessity of research on the expressway managing pattern, discusses the basic theories about expressway management and the basic principles about establishing expressway managing pattern, and presents a profound analysis on the problems of the present managing pattern in terms of administrative subjection, benefit accounting, transportation management, industrial management and construction management. This paper refers to the experiences and lessons in expressway management of some countries, studies the modern management principles, absorbs and combines the advanced theories, principles, methods and experiences which are suitable for the expressway management in China with the new-established pattern.
