The essay adopts level analysis methods to evaluate the natural resources of natural forest protection region in West Sichuan Province, on the basis of which case study is made on managing mode of various types of touring spots, in hope that carry out of tourism cannot only protect natural touring scenery, but also promote economic development of scenery spots and local areas. The research results illustrate:1 , Evaluation of Natural Touring Scenery(1) There are two chief factors in evaluation of natural touring scenery, namely, resource types (B1, 0.8333) and resource scopes (B2, 0.1677). According to the numbers, resource types (B1) take up the absolute advantage and are the decisive factors of attracting tourists and play a directive role in the development of touring scenery spots. Furthermore, physiognomy scenery (C1, 0.2968) is the main aspect of resource types, whose quality has an important influence on people's touring interests. And resource scopes (B2) has less effect on touring resources and they are controlled by scenery intensity (C7, 0.7500) to a large extent.(2) Results of sorting eight evaluative factors demonstrate: power scale of physiognomy scenery (C1, 0.2473) is the largest, which shows physiognomy scenery makes the greatest contribution to natural touring resources. And power scale of vegetation (C4. 0.2464) is second to physiognomy scenery (C1) and the contribution made by vegetation is second only to physiognomy scenery. And vegetation plays an important role in resources of scenery spots and with physiognomy scenery (C1), commonly forms the basic types of natural touring resources. Waters (C2) makes the third largest contribution to natural touring resources, whose power scale is 0.1324 and is apparently lower than that ofphysiognomy scenery (d) and vegetation (C4). Local traits (C6) and environment capacity (Cg) makes the smallest contribution to natural resources, whose power scale is respectively 0.0577 and 0.0417.2x Case study of managing modes(1) Research on managing modes, whose representative is Bifengxia Scenery Spot, shows that after wholly-chartering managing modes are enforced in it, ownerships, managing rights and administrative rights are separate and under the uniform plan of the government, the enterprise has completely developed and permanently operated the scenery spot, which greatly improves investing environment of the spot and promotes economic development of the spot and the local area. As a result, wholly-chartering managing mode is suitable for the development of Bifengxia Scenery Spot.(2) Research on managing modes of natural reservation, whose representative is Wolong Natural Reservation, shows that after wholly-chartering managing modes are enforced in it, the separation of three rights (ownerships, managing rights and administrative rights) is not realized in a good way, which causes mutual interaction of rights between administrative departments hinders the development of the spot and the company has not developed the spot as prospective goal. Therefore, wholly-chartering managing mode is suitable for the development of Wolong Natural Reservation(3) Research on managing modes of Forest Park, whose representative is Wawu Mountain National Forest Park and Erlang Mountain National Forest Park, shows that after the managing mode of partially converting managing rights is enforced in Wawu Mountain National Forest Park, the park's ownerships, managing rights, developing rights and protecting rights are divided internally, yet uniform externally, which causes duty, right and profit of the park is not divided, the phenomena of mutually shuffling among departments are serious, at the same time, the managing rights of the company are greatly confined and the development of the spot is hindered. Consequently, the company withdrew from the management of the spot, which illustrates the mode is not suitable for the development of Wawu Mountain National Forest Park. And integrated managing mode of state-owned enterprises is enforced in Erlang Mountain National Forest Park, whose managing subject is completely state-owned enterprise, affiliated to local government. The enterprise notonly takes charge of the development of the park's resources, but also their protection. But the enterprise has not coordinated the problem between development and protection, which causes the economic, social and ecological profits are not obvious. Hence, the park is planning new managing mode.(4) Research on managing modes of countryside tourism, whose representative is Zishi Village, Tianquan County, Ya'an, show's that the village has the leaders in the village are leading the whole village systematically to develop tourism of ecology and folk customs in the way of tourism association established by farmers themselves, which effectively solves the problem of surplus work force in the village, improves the income of the residents and promotes the local economic development. Therefore, the managing mode suits the tourism development of the village, which is worth popularizing.
