Contemporary Business Management is people-centered management; people are the carriers of knowledge, information and technology. Human resources are the most valuable resources of enterprises; the competition of the business enterprise is the competition of the human resources. So it requires enterprises, which as market entities must pay high attention to the management of human resources naturally, so as to arouses human's enthusiasm and creativity fully and realize the value of human resources. In many factors constraining the development of small and middle-size enterprises, the most prominent constraint is human resources for small and middle-size enterprises. Compared to large enterprises, small and middle-size enterprises have disadvantage in resources, scale, goodwill, and reputation.... etc. so it's especially critical for small and middle-size enterprises to attract the talented persons. The problems of small and middle-size enterprises in attracting talented people involve economy, culture, marketing, management and human resources, therefore the study of the present development situation and human resources management pattern of small and middle enterprises, is the foundation for small and middle-size enterprises in solving and seizing the problems in attracting talented people. Meanwhile, how to use their own superiority to attract talented people with large enterprises and multinationals; How to create the conditions to attract qualified persons; Require systematic, comprehensive and objective analysis.In beginning of this paper, I give a detail analysis in the present development situation and human resources management of small and middle-size enterprises in taiyuan. In the basis of grasping the characteristics of small and middle-size enterprises, induct the main problems in attracting talented people of small and middle-size enterprises in taiyuan, the influence in attracting talented persons of scale and the resources; the industry and geographical constraints in attracting talented persons; the influence in attracting talented persons of the overall standard of human resource management system; the influence in attracting talented persons of corporate lacking good corporate culture. Based on the characteristics of small and middle-size enterprises, and put out the suggestion in solving the problems in attracting talented people for small and middle-size enterprises. It includes two aspects: the establishment of a sound mechanism to attract talented people, including guide the managers to transfer the concept of talented person and establish people-oriented business ideal. According to their own conditions, establishing a suitable development of human resource management system, taking various forms and creating conditions to attract all kinds of talents; including the establishment of an incentive mechanism, establishing a standard staff career development mechanism, developing a good corporate culture, enhancing to attract talented person. This is the two basics theme of this paper, the problems and suggestions in attracting talents of small and middle-size enterprises.
