In a long period, Chinese enterprises whose main body is consisted of state-owned enterprises have weakness in their Core Competence. These weaknesses become more severe after China entered the WTO. So the WEF classed China as "business body who has no core creativity". More and more fields of Chinese economy have lost their independent state for the excessive dependence on the technique transferred into the country from abroad enterprises. Go along this way, China should become the worker base of western developed country under the laudatory title of "world factory". The root cause which creating the difficult position is that the Chinese enterprise particularly the state-owned enterprise are lacked in the ability of creativity by themselves, and are lacked in the thought and competitive strategy of creativity. JINAN NO2 MACHINE-TOOL WORKS is a typical old state-owned enterprise that has worked a wonder for its long and stable development in several ten years in the Chinese machine tool industry. It will not only do well to this company's future development, but also will be a model for other state-owned enterprises that we analysis the competitive strategy of this company. The writer study the developing history and the competitive strategy's using process and characteristic of this company use the theory about competitive strategy and the analyze method named SWOT. By the study, the writer points out that this company's competitive strategy is making diversity strategy that being suitable for its internal and external environment. It is the practice of JINAN NO2 MACHINE-TOOL that having many successful experiences. The writer hopes that all the state-owned enterprises paying more attention to the using of the competitive strategy through studying this successful model. From now on, he hopes all the enterprises should strengthen their ability of creativity constantly, and walk out the straits of no core techniques no own brands and having no competitive ability abroad on high class, and hopes the national industry should be developed vigorously.This paper has two parts, foreword and main body. In foreword part, the necessity of writing this paper the practical significance of the study and the new-thoughts of this paper are discussed. One of new-thoughts is that the competitive strategy of JINANN02 MACHINE-TOOL is making diversity strategy that has been put into practice in a no-consciousness state. The other is that JINAN NO2 MACHINE-TOOL is a typical old national enterprise, and its experience and moral set an example for other national enterprise.The main body of this paper is divided into five chapters. The first section relates the competitive strategy's using process characteristics and results of this company. The second section analyzes the practice according to the basic theory about strategy at the beginning, and get the result that this company's strategy is making diversity strategy. Then, the writer find out the company's strength and weakness by analyzing its internal environment using the method named "SWOT", and find out opportunity and threat which have to be faced by analyzing its external environment. According to all the analysis draw a conclusion that the making diversity strategy is suitable for JINAN NO2 MACHINE-TOOL WORKS. The third chapter is filled by the analysis about what is successful and what is failed of this company. In the fourth chapter, the writer gave eleven suggestions to JINAN NO2 MACHINE-TOOL WORKS and other state-owned enterprises so they can have a good model in practicing competitive strategy. The fifth chapter is the last section of main body, in this section the writer make a summary, and correlate the foreword. He expect that all the enterprises of china should find out the suitable competitive strategy according to their own characteristic, and further strengthen the leading role in the national economy by overcoming the defect of having less developing ability and increasing their own energy as quickly as possible.
