During the last decade, new-technology revolution has been developed quickly. The synthesis and complicacy of Construction Project have been increased. In short, Construction Project is being confronted with a highly dynamic environment, which is different from the forepassed one. All these will bring forward a great demand for Construction Project Management.However, while our country's Construction Project Management is being perfected constantly, the owner's Project Management Organization and the connection among main bodies obviously lag behind, have been the most serious restricted factor. The people are eager to a new management theory, with which we can reform in the Construction Project Organization.So, this thesis chooses the owner's Project Management Organization and the connection among main bodies to research, according as the theory of Business Process Reengineering. The purpose is to design a new the owner's Project Organization (Process-Oriented Organization) and the connection among main bodies (Supply Chain Cooperation Partnership), through reengineering the owner's and the project's business process (Supply Chain Management). Finally, I hope this thesis can put forward some improved suggestions on the reform of Construction Project Organization.The content of this thesis is made up of two parts. The first part mainly discusses reengineering the owner's business process and establishing Process-Oriented Organization. In this part, the thesis defines the conception and characteristic of the owner's Project Management Organization at first. Secondly, from the traditional the theory of organization environment and system economics, this thesis disserts the change of Construction Project environment and the maladjustment of the actual owner's Project Organization. Thirdly, using the theory of Business Process Reengineering, the thesis puts forward theconception of Process-Oriented Organization. Finally, the thesis expounds how to establish Process-Oriented Organization, based on a demonstration.The second part mainly studies reengineering the project's business process (Supply Chain Management), so as to establish a new connection of Project Management's main bodies, which is based on Business Process Reengineering—Supply Chain Cooperation Partnership. Above all, the thesis introduces the conception, content and characteristic of Construction Project Supply Chain and Supply Chain Management. On this foundation, the thesis conceives a new connection of Project Management's main bodies. Secondly, in terms of Game Theory, Information Economics and Transaction Costs, the thesis opens out the advantages of Supply Chain Cooperation Partnership in avoiding opportunism and morality risk, retrenching transaction costs. Finally, the thesis detailedly discourses upon the process of establishing Supply Chain Cooperation Partnership of the construction project, according to a demonstration.
