In recent years,as the State Council,the Ministry of Finance,the National Development and Reform Commission,the Ministry of Housing and Urban-Rural Development,the China Banking Regulatory Commission and other departments have issued many documents of policy on PPP and launched the project library of national PPP comprehensive information platform,PPP projects have sprung up like mushrooms.Project consulting of PPP involves five stages,respectively are stage of project identification,project preparation,project procurement,project execution and project handover.Each stage involves several traditional engineering consulting enterprises.The consulting work in the identification and preparation stages of PPP projects will have a great impact on the subsequent stages of procurement,implementation and handover.Moreover,the contract period of PPP projects is relatively long,generally with a large time span of 20 to 30 years,which is full of subjective and objective variables.To ensure the smooth realization of objectives in PPP project,it is necessary to carry out the consultation for the whole process.At present,traditional engineering consulting enterprises generally undertake staged technical consulting services,which cannot meet the requirements of whole-process consulting in PPP project.Taking the process reengineering of the whole process consulting business in PPP project carried out by B enterprise as the research object,combined with the state’s policy guidance to the engineering consulting enterprises develop whole process engineering consulting.The research focuses on the consulting business,the operation process of PPP project and the core documents involved in each stage of the PPP project.B enterprise will carry out the whole process consulting business of PPP project according to the four implementation steps of Joe Peppard and Philip Roland,in order to reengineer the existing process of the enterprise.Firstly,this paper introduces the current status of the traditional consulting business process of B enterprise,and analyzes and studies the existing problems and causes of PPP project engineering consulting based on the existing traditional consulting business process.Secondly,according to the operation process of PPP project and the main documents involved in each core stage,combined with the existing professional technology of enterprise B,identify and analyze the needs of each stage,to conduct business process reengineering research on the whole process consultation of PPP project.Then,a series of guarantee measures of reform are carried out for different stages of the reengineering of whole process consulting business process of PPP project carried out by B enterprise.Finally,realize the goal and vision of B enterprise to carry out the whole process consultation of PPP project independently.This paper will start from the perspective of the whole process of consulting and through the comparison and analysis with the traditional early consulting business to obtain the whole life cycle of the new process of consulting services.Then,the whole life cycle consulting service business process of PPP project can be obtained,and better promote the successful implementation of PPP project and the realization of project objectives,which also provides a reference for the whole process consulting service of traditional consulting enterprises in a similar state.
