The integrated supply chain management (ISCM) is of significance in the Petro-Chemical fields in China today as it has been becoming the trend in nowadays' enterprises' management, which can responses the changing market quickly, lower the cost and improve competence of the company with the roaring developing information technology and globalization of the economy, Especially since the end of 2004, the cost of refinery has been rising up owing to the rocketing up crude price. Many refineries are under the high cost pressure even some of them are in the edge of bankruptcy.WEPEC (The West Pacific Petro-Chemical Company Limited) which is referred of in this essay, is a typical refinery, and now is in the same situation. It is a Sino-France joint venture with a capacity of 1000 tons per year and about 80% of it's crude is imported. It once lost tens of thousands RMB owing to the high crude price in this year and it's under-developed supply chain management, which is the main reason for the author to develop this essay.In this essay, the article is plotted as: firstly, the problems are pointed out; secondly, the problems are analyzed; finally, the problems are solved. In the beginning of this essay, the problems existing in WEPEC supply chain under the current social and economic background is pointed out and the necessity and significance to carry out ISC in WEPEC is put forward. Then, author instructs the ISC concept and theories, the ISC current developing conditions both domestic and oversea are instructed briefly by the author. On the basis of that, the supply chain of WEPEC is analyzed carefully and the detail problems against ISC in the joint of supply chain are listed out. Further then, the target, strategy, principle of ISC to be developed in WEPEC is set up. Finally, considering the practical conditions of WEPEC, the whole plan of ISC is developed on the basis of using the ISC theories correctly. There are five parts in the ISC plan, namely: Part 1, the base construction; Part 2, the function integrated; Part 3, the integrated inner supply chain; Part 4, the integrate outer supply chain; Part 5, the union of entire supply chain. In the end of the ISC plan, the detail program and sequences to carry out the ISC plan is listed out.At the end of this essay, beyond of a conclusion is given, some shorts and limits of ISCM are pointed out as well.
